A.P. Anil Kumar (Minister for Welfare of Backward & Scheduled Communities) inaugurated the official website of Kerala Scheduled Caste Development Department on Wednesday, 15th of December.

Sri. Sudhakaran I.A.S (Govt. Secretary), Sri. Ashok Kumar Singh I.A.S (Director, SCDD), Smt. C.Pandari Bhai (Aditional Director, SCDD), Sri. K.Asok Kumar (Registrar, C-DIT), Sri G.D.Mohana Chandra Kartha etc were present in the function.

Social Safety Program for Scheduled Castes/tribes

Social Safety Program
Practice, Promotion and incitement of untouchability are a serious offense. The Citizenship Right Protection Act of 1955 passed in 1955 & modified in 1976 has provisions for treating such cases seriously and punishing the guilty. Parliament passed another law in 1989 to prevent crimes against Scheduled Castes/tribes. As per this Act measures are taken to prevent atrocities against Scheduled Castes/to pursue legal action against offenders and provide relief and rehabilitation to Scheduled caste people and their dependents who have been victims of such attacks.

Social Development for Scheduled Caste

The aims of Social development programmes should be given due importance along with economic development for the overall development of scheduled castes. For this certain programmes have been implemented by Scheduled Caste Development Department.

Economic development for Scheduled castes

53.78% of the working population of Scheduled castes depends on agricultural sector. Only 2.88% are associated with the Industrial sector as in trade and commerce. Government has introduced many schemes to help them enter the modern employment sector.

Book Bank for Scheduled Caste students

Institutes that conduct professional courses like medical, engineering, agricultural, veterinary, MBA, LLB, LLM, Bioscience etc. are given financial aid to buy costly reference books under the book bank scheme. As per this scheme 1 set of books is allotted to 2 students. Under this scheme an almirah to store books is also provided.

Scholarships/Awards for Scheduled Caste students

Recognition and Encouragement for merit
Scheduled Caste students who pass SSLC, Pre-degree, Degree and PG exams in first class are given special prizes. The amount is as follows.

SSLC - Rs. 750/-
+2, VHSC - Rs. 1000/-
Degree (Equivalent) - Rs. 1500/-
PG / Professional Course - RS. 2000/-

Applications along with caste certificate, copies of mark lists of the concerned exam, details of current institution etc should be submitted to the District Scheduled Caste development officer of the District where the last exam was written.

Financial aid for higher studies abroad

Scheduled caste/tribe students who gain admission in foreign universities are given interest free loan up to 15 lakhs. Of this, 2.50 lakhs is grant. This scheme is implemented through Scheduled caste/tribe Development Corporation.

Monetary aid for students studying in other states

Scheduled caste students studying in other states for courses not available in the state, or other specialised PG courses, professional courses, M.Phil, PhD courses are given fee concessions and other benefits. They are eligible for all benefits given to students pursuing similar courses in the state. Applications in prescribed form should be submitted to Scheduled Caste Development officer through Institutional Head.

Monetary aid to study in parallel colleges

Scheduled caste / other eligible caste students who could not secure admission to regular school / colleges are given aid to study in parallel colleges that maintain a high standard. Fees within prescribed limits, and lump sum grant and stipend at the rate given to regular students will also be given.

Application in prescribed form should be submitted to District Scheduled Caste Development Officer through Department Head. Application should be accompanied by caste certificate, proof of age and copy of mark list of the last exam.
